The primary duties of the Compliance & Planning Mid-Level Engineer or Environmental Planner include working under the direction of a principal engineer on compliance and planning projects. Depending on the applicant’s qualifications, work duties may also support our other research and design practices. The Compliance & Planning Mid-Level Engineer or Environmental Planner is expected to work independently as well as plan, organize, and assist other staff, including mentoring junior staff.
Essential Duties and Primary Responsibilities
- Be a self-starter and driven to solve problems.
- Have good writing, presentation, and speaking skills, as the position may involve presenting at public events.
- Lead and support a variety of stormwater planning and compliance projects.
- Organize meetings and communicate effectively and proactively with internal staff, teaming partners, reviewing agencies, and clients.
- Develop and independently manage project scopes, schedules, and budgets.
- Oversee project work and deliverable development.
- Develop stormwater comprehensive plans.
- Develop and update municipal stormwater management programs to be compliant with current and future NPDES Permit requirements.
- Support the development and update of surface water policy and design manuals.
- Help manage project and staffing demands related to deliverable schedules and company workload.
- Mentor, delegate to, and supervise junior staff.

- Support marketing efforts, including developing proposals, grant applications, meeting with clients, and strategizing business development.
Required Qualifications
- 5+ years of experience working on stormwater or water resources engineering projects
- Bachelor’s degree in civil or environmental engineering, environmental sciences, or comparable degree
- Experience developing written comprehensive plans or manuals, and conducting permit compliance evaluations
- Washington State or North Idaho resident or the ability to become a resident within one year of being hired
Preferred Qualifications
- Professional Engineer License (PE) in Washington State or the ability to obtain a license in Washington State within six months of being hired
- Master’s degree
- Experience with Washington State Phase I and Phase II NPDES Permits and Washington State Department of Ecology stormwater design manuals
- Past work responsibly managing engineering projects and/or tasks
- Ability to work on a team and independently in a remote setting on multiple projects
- Strong technical writing and verbal communication skills
- Positive attitude and passion for stormwater management
